그간 여러 가지 일에 바빠 건강형평성 세미나를 진행시키지 못하였습니다. (발제자, 토론자 섭외의 어려움을 고려하여) 앞으로는 몇 회의 세미나를 특정 주제별로 사전 공고하고 진행하는 방식을 택하겠습니다.
이번 주제는 total health inequality vs socioeconomic health inequality 로 총 3회에 걸쳐 세미나를 진행합니다.
지난 번 토론에서도 잠깐 나왔던 주제입니다만(이전 토론에서 최용준 선생님께서 이 문제에 대해 문제를 제기하신 바 있습니다), 2000년도 WHO report에서는 191개 국가의 보건의료부문의 performance를 측정하고 이를 발표하였습니다. 이 performance 지표에는 health inequality 지표도 포함되었는데, 그 지표는 이전까지 건강불평등을 연구하여 왔던 연구자들이 사용하였던 지표와는 다른 지표였습니다. 이와 관련하여 많은 논쟁이 있었고, 아직까지도 분명한 해결점을 갖고 있지는 못한 논쟁입니다. 또한 이 논쟁은 건강불평등과 관련하여 "무엇이 건강불평등이고, 무엇을 측정하여야 하나"에 대한 의문을 제기하였습니다.
아래의 3회의 토론을 통하여 토론의 참여자들은 건강불평등이 무엇이고 어떻게 측정하여야 할 것인가에 대한 많은 교훈을 얻을 수 있으리라 생각합니다.
